 SME DIVISION Objective To create awareness and inculcating the need to train the SMEs workforce. Strategies HRDF Unit Objective To create awareness and inculcating the need to train workers of the SMEs which contributed to the HRDF. Activities | Inculcating training culture among SME employers through promotional activities such as HRD Talk Series and Seminars. | | Creating awareness on the application and claim procedures of Training Grant under the HRDF by organizing workshops and consultative visits for the SMEs. | | Facilitating outsourcing of relevant training programmes by conducting Training Previews and Training Fairs | Coordinating Unit Objective A coordinating authority appointed by the National SME Development Council to oversee and coordinate overall training and human resource development for SMEs. Activities | Identifying and addressing training needs of SMEs across all sectors of economy. | | Coordinate, facilitate, implement and monitor SME training. | | Evaluate effectiveness, relevance and quality of training programme | | Benchmarking training programmes against international standards. | | Establish close linkages with relevant private sector. | | Coordinate training of trainers / training providers. | | Develop formal training accreditation system. | SMETAP Unit Objective & Activities Offering and organizing relevant training programmes for the SMEs. Advisory & Consultancy Unit Objective Providing advisory and TNA Consultancy services to SME employers. Activities i) Provide necessary advisory services to those participating employers in the TNA Consultancy Scheme in implementing the training programmes approved in their annual training plans. This service is aimed at facilitating and supporting the SMEs in planning, selecting and evaluating the training programmes not only under the PLT Scheme but also under various schemes offered by PSMB. ii) To evaluate the effectiveness of the training programmes implemented. The Secretariat would conduct an audit to the participating employers after they have completed at least 50% of the training programmes from the annual training plan. iii) The Unit will generalize and expand the TNA findings from three employers in each sub-sector to cover as many job categories and functions potentially exist in the sub-sector. From this inventory, an industry profile on training needs will be established. iv) To offer and coordinate the promotion, registration, attendance of a free TNA training programmes under the SME Training Partners Scheme. The secretariat will assist and follow-up the participants in submitting their assignment related to TNA. The assignment would be evaluated to ascertain the participants’ ability to apply the TNA concept at workplace. v) The secretariat will manage the appointed consultants in undertaking the TNA study to the approved participating employer.
