    Management of HRDF


             In the quest to attain the status of a developed country by the year 2020, greater emphasis must be given to the retraining and skills upgrading of the workforce. This is necessary not only to increase the knowledge and skill intensity of the workforce, but also to equip them with specialised and up-to-date skills as production techniques become increasingly automated and businesses competitive.

     

             Thus, the establishment at PSMB that manages HRDF is vital for Malaysia to achieve the vision 2020. As stipulates under the act, the Minister can appoint board of directors who are responsible for the policies and the general affairs of PSMB and the HRDF. The board of directors will manage the HRDF base on the policies as stated on the act among the others are as follow:-

    • to establish guidelines for the processing of applications to the Fund for financial assistance;
    • to organize, establish, upgrade and maintain, or to assist in the organization, establishment, upgrading and maintenance of, training facilities;
    • to organize and supervise, or to assist in the organization and supervision of, the implementation of training courses, projects and programmes;
    • to prescribe procedures to be followed in matters relating to finance and accounts of the Fund; and 
    • to do such other thing as may be expedient or necessary for the efficient management and administration of the Corporation and the Fund. 

     

    Thus the HRDF is managed effectively to ensure that the functions and roles on human capital development achieve its objectives.
