    Training Assistance Scheme (SLB)



    Joint Training Scheme is one of the sub-scheme under the main scheme known as Skim Bantuan Latihan (SBL) or Training Assistance Scheme by Human Resource Development Fund (HRDF).


    This scheme will involves several employers in jointly to appoint a training provider to conduct training for their employees.

    Under this scheme, participated employers are also allowed to engage any qualified internal trainer amongst themselves to conduct the training programme. One of the employers will act as the “organising employer” who will determine the training programme required, engages an appropriate training provider and the venue for the training programme as well as the shared cost incurred per trainee.

    The “organising employer” is eligible to claim for the allowable cost on the consumable material as well as the Internal Trainer Allowance should the trainer is its employee, whilst other participating employers will claim on other allowable cost as per stated on current stipulated rate of financial assistance.

    Employers are required to submit their application form using PSMB/PGL/1/09 under SBL scheme before the commencement of the training. Completed form needs to be submitted via on-line by login to HRDF’s website at www.hrdf.com.my. Employers need to use the given password upon using this application system. The password can be requested by writing formally to HRDF if it is not available. The application form needs to be submitted to HRDF by attaching the following supporting documents:-

    · Application needs to be submitted at least two (2) weeks or one day before the commencement of the training programme as to give ample time for processing. All participating employers in the Joint Tarining Scheme must submit the application separately;

    · Application must be supported with Clarification Letter stating which employer act as the ‘Organising Employer’ and number of participant for each participating employers in the training programme; and

    · Supporting documents such as objectives and course contents, course fees quotation, trainer’s bio data, list of consumable training materials and itemised list if the amount applied is more than RM100, transportation’s quotation and quotation on hotel/training premise rental package must be attached as to support the application. However, HRDF can request for other documents if it is found that the given supporting documents is not sufficient.
