PROLUS SCHEME / ATP

The Approved Training Programme Scheme (ATP) allows registered training providers to offer public programmes only to employers. Applications for ATP status can be submitted by training providers after the Certificates of Registration have been obtained. Amongst the training programmes / courses that can publicly being offered are Management / Administrative Skills, Craft / Technical Skills, Computer-related Skills and Productivity-related Skills.
HOW TO APPLY (EMPLOYER) Under this scheme, employers are not required to obtain prior approvals from PSMB to attend ATP programmes / courses. Employers can choose any ATP programmes which meet their training needs and send their employees to attend the programmes / courses identified. They can submit their claims for reimbursements to PSMB upon the completion of training.
HOW TO CLAIM (EMPLOYER)
1. Fill up form PSMB/PRO/T/06 2. Obtain the attendance list form PSMB/PRO/4/06 from the training provider concerned. 3. Submit the duly completed form with the relevant documents to PSMB upon the completion of training or by 30th June of the following year.
CATEGORIES OF TRAINING PROVIDERS (CERTIFICATE OF REGISTRATION) Training providers who fulfilled the basic qualifying conditions can register under one of the following classes of registration:- a) Category A
A training provider registered under this category is allowed to conduct soft skills and hard skills training under the SBL, SBL-Khas, PROLUS (inclusive of E-Learning), PERLA and Apprenticeship Schemes. b) Category B
A training provider under this category is allowed to conduct soft skills training under the SBL-Khas Schemes. Training Provider under this category also allowed to conduct soft skills (certificate of attendance) under the PROLUS Scheme.
c) Category B(H0)
A training provider under this category is allowed to conduct soft skills training under the SBL-Khas Schemes.
d) Category C
A training provider under this category is only allowed to conduct training under the SBL Schemes.
HOW TO APPLY FOR ATP STATUS (APPROVED TRAINING PROGRAMME FOR TRAINING PROVIDER) 1. Apply online through www.hrdf.com.my [(log on to Training Provider Information System (TPIS)] 2. Submit one copy of comprehensive training manual. 3. Upload the following documents:
a) Payment slip; b) One copy of the programme/course summary which includes:
1. Title of program/course; 2. Target group; 3. Objective of the program/course; 4. Training methodology; 5. For Diploma programs, training provider are required to provide further details which include training modules, training fees, trainers and total training hours;
c) One copy of trainer’s Train The Trainer Certificate/exemption letter (minimum must have at least two trainers); d) One copy of trainer’s biodata (minimum must have at least two trainers); and e) One copy of Attendance List with at least one run.
