    Summary: Under this scheme all programmes are pre-approved and the course fee is directly debited to employer’s account.



    PERLA Scheme (an acronym for Perjanjian Latihan) is an extension of the PROLUS Scheme.  Under the PERLA Scheme, all programmes are pre-approved and on top of that employers are not required to pay course fees to training providers.  The fees will be paid by PSMB to the training providers concerned on behalf of employers, based on claims submitted by training providers, upon the completion of training. PSMB will debit the fees claimed to employers’ levy accounts. For daily allowances claimed which may comprise of food, lodging and transportation including airfare (if applicable), employers are required to submit their claims to PSMB based on stipulated guidelines. Claims must be submitted after the completion of training.

     

    Training programmes that are eligible to be offered under this scheme are only public  programmes conducted by training providers who are registered with PSMB. Even though the programmes are pre-approved, employers are required to apply for levy reservation through PERLA online system at www.hrdf.com.my at least one week before training commences to check whether they have sufficient levy balance and to reserve the amount required to pay the course fee (refer to Employer’s Circular No.2/2009).

     

      

    HOW TO APPLY

     

    No application for programme approval is required, except application for levy reservation. All programmes are pre-approved.

     

    HOW TO CLAIM – Employer (Daily allowance & Air ticket, if applicable)

     

    a)      Fill up form PSMB/PER/T1/06(original copy).

    b)      Attach attendance list form PSMB/PER/2/06 filled up by training provider (certified copy by training provider).

    c)       Submit to PSMB enclosed with relevant supporting documents on completion of training.

     

    HOW TO CLAIM – Training Provider (Course fee)

     

    a)      Fill up form PSMB/PER/T2/06 (original copy).

    b)      Attach attendance list form PSMB/PER/2/06. 

    c)       Submit to PSMB enclosed with invoice for the course fee.

     

     

    HOW TO APPLY FOR PERLA STATUS (FOR TRAINING PROVIDER)

     

    Training provider may apply to participate in PERLA Scheme on condition they already have five (5) or more PROLUS programme. Application for PERLA status may be submitted through form PSMB/PER/1/06. No fee is chargeable for this application. Upon approval, training provider is required to sign PERLA agreement with PSMB. The validity period for PERLA agreement is three (3) years.
