Certification Programmes For The Small & Medium Enterprises (“SMES”) Capability Building
BACKGROUND
The Certification Programmes for SMEs Capability Building is aimed at re-skilling and up-skilling middle management, supervisors and workers of SME businesses. The focus will be on improving the productivity of these SMEs, enabling them to continuously innovate through the adoption of technology, automation and change management. This will enable SMEs to improve their processes, products and services through structured training intervention with measurable outcomes.
To provide a platform for SME employers to send their employees for training and development programmes according to competencies required for employees to increase the productivity level of their duties.
To transform SME from being labour intensive to capital intensive through innovation which are led by the adoption of Information and Communications Technology (ICT) and automation.
To provide SMEs with the relevant functional Human Resource Management (HRM) training programmes to adopt best Human Resource practices that would enhance and accelerate their business growth.
Conclusively, these Certification Programmes are expected to enhance the human capital development of SMEs through technical and non-technical training programmes; producing a- 35 percent skilled local workforce; realizing the Government’s aspiration of achieving a high-income economy status by the year 2020.
ELIGIBILITY
- These Certification Programmes are open to HRDF registered and non-registered employers.
- Employers must meet the SME definition as at 1 January 2017 which are:

- Each eligible employer is allowed to send only one (1) participant per Certification Programme.
- Each employee of eligible employer is allowed to participate in only one (1) Certification Programme.
- Notwithstanding to the above, HRDF registered employers with one or more of the following cases are not eligible to participate in these Certification Programmes:
- i. Arrears of levy and Interest; or
- ii. Involved in PSMB legal cases.
- Employer must complete the MyFuture diagnostic tool assessment prior to their employees’ participation in any of these Certification Programmes. The selection of their employees’ participation will be based on the results of the employer’s MyFuture assessment.
