SPECIAL PROGRAMME INTENDED FOR COMMUNITY ENRICHMENT (SPICE)
The tabling of Budget 2016 by the YAB Dato’ Sri Mohd Najib Tun Abdul Razak, Prime Minister, has placed the development and wellbeing of people in Sabah and Sarawak as government's priority to improve the economic and social development in Sabah and Sarawak. Training programmes offered in both states are customised according to the needs of local industries.
In accordance to the government’s efforts to bridge and close the gap between the Peninsular, Sabah and Sarawak, SPICE programme is introduced as a pilot project for HRDF Corporate Social Responsibility (CSR).
The establishment of SPICE Programme is part of the initiatives to rise the income generation of B40 households in Sabah and Sarawak. Courses offered under this programme are aligned to the objective of its establishment are as follows:
i. To equip trainees with the skills and knowledge to enable them to engage in the business to increase their income;
ii. To create platform for the local community to improve the socio economic through employment /job opportunities or self –employed to generate income; and
iii. To increase the participation of local community in business to support the Government initiative to increase the productivity of workforce.
The target group for this training are specific for the local community in Sabah and Sarawak with the following eligibility requirements:
i. Malaysian citizens of local Sabah and Sarawak;
ii. Maximum age of 45 years old (able to read and write); and
iii. From the group of B40 with average monthly household income of RM3,855.00 and below.
The selection of training courses approved by PSMB are be based on the following criteria:
a) Courses offered are suitable with the local community;
b) Entrepreneurship element should be applied / embedded in the programme; and
c) Employment or business opportunity should be available upon completion of training.
Post Programme Support must be provided by the approved training providers upon completion of the training courses for the period of 1 month to 3 months. The post programme support is inclusive of coaching and mentoring, development of business plan, starter-kit or job placement.
Starter-kit will be provided by the approved training providers to each trainee upon completion of the training courses to enable them to kick off the business. Meanwhile, courses for employment, approved training provider must provide job placement upon completion of the training.
