    CORPORATE AFFAIRS & HUMAN RESOURCES DIVISION

      
    DIVISION OBJECTIVES 

    1. To process employers registration and changes of employers information within two (2) working days from the date of application received;
    2. To arrange and provide suitable training to PSMB’s employees with at least 1 training programme per year;
    3. To recruit suitable people that will provide excellent services within 2 months from the resignation letter received;
    4. To ensure the quality of PSMB’s services is achieved at the minimum rate of 95%; and
    5. To ensure a conducive and safe working place for all PSMB employees. 

    FUNCTIONS OF UNIT UNDER CORPORATE AFFAIRS & HUMAN RESOURCES DIVISION

     

    Administration Unit
     

    To manage and handle all administration matters including purchasing, postal and courier, storekeeping, logistics, PSMB internal events, parking, safety & cleanliness of office space and maintenance of building.

    Human Resources Management Unit
     

    To manage the day-to-day operations of human resources including recruitment, performance management, employee relations, compensation and benefits, wellness and health, employee welfare and other HR matters.

    Salary Unit
     

    To handle and process salary and overtime matters, payment of allowances to PSMB’s Board of Directors (BODs), bonuses and salary increment.

    Training Unit

    1. To arrange and provide suitable training to PSMB’s employees with at least one (1) training programme per year;
    2. To handle and manage PSMB Resource Centre.

    Quality Unit

    1. To monitor, coordinate and ensure compliance of quality system management of MS ISO 9001:2008 in PSMB.
    2. To prepare, update and monitor the monthly PSMB's Key Indicators.
    3. To monitor and ensure the implementation of Total Quality management (TQM) i.e. Innovative & Creative Circle (ICC) and Quality Environment (QE)

    Employer Registration Unit 

    1. To source for listings of employers from government agencies (eg; SSM, JTK, MIDA), employers' associations (eg; MEF, FMM, MTMA) and other sources (eg; Industry Directories) and to match with the existing PSMB database in identifying potential liable employers;
    2. To process employers registration and accurately assign employer's code number;
    3. To update any changes in employer’s name, address, contact person, telephone and fax number and to process deregistration of employers as well as respond to employer's correspondence.
    4. To undertake follow-up actions to employers who fail to return Form 1.
    5. To identify employers’ associations/government agencies involved with regards to the new expansion of coverage under the PSMB Act, 2001 (Act 612).

    Legal & Investigation Unit
     

    1. To manage legal actions against employers who failed to comply to relevant provision under the Pembangunan Sumber Manusia Berhad, 2001 (PSMB Act, 2001) particularly Section 14 (failure to pay human resources development levy) and Section 18 (failure to pay interest on unpaid levy);
    2. To conduct investigation on employers' premises for the following reasons:
    3. Failure to register under the PSMB Act, 2001;
    4. To determine the principal activity of employers; 
    5. Failure to pay human resources development levy in determining the existence of the employers for further action;
    6. Incorrect declaration or failure to furnish document required by PSMB; and
    7. Obtaining financial assistance or other benefit by false or misleading statement or documents.
