ROLES AND FUNCTIONS OF THE ADVISORY AND CONSULTANCY UNIT
The Advisory and Consultancy (A&C) Unit was established in January 2010 as a testament of PSMB’s commitment to provide greater and effective supports to the Small and Medium Enterprises (SMEs) in human capital development.
The main roles of A&C Unit are:
(a) To build the SMEs’ capacity through transfer of knowledge and expertise related to training which can shorten their learning cycle, thus, improving the efficiency and effectiveness of SMEs in managing training and development; and
(b) To provide training solutions to the organisations which enable them to improve their competitiveness.
A&C Unit aims at providing flexible and employer-friendly as well as added-value services in the following functional areas:
(a) Training
- Free Training Needs Analysis (TNA) Training Programme for SMEs
- SME On-the-Job Training Scheme.
(b) Counselling
- Improve the competency of the training personnel in the four cycles of training, namely training needs analysis, developing curriculum, delivery of training and evaluating training.
(c) Advisory
- Improve the training key success factors including training strategy, training personnel competency, training system and structure, accessibility of training programmes, and effectiveness of training.
- As secretariat to Industry Advisory Panel, an engagement platform between PSMB and appointed industry captains.
- Develop and disseminate industry training needs profiles by sector and job titles

- SME TNA Consultancy Scheme
- Effectiveness Study (Level 3 Evaluation)
- Consultative visits
